Overview:

Feather River College is located in beautiful and historic Quincy, California. Quincy is the largest town in Plumas County and was recently voted one of "America's Coolest Small Towns" by Budget Travel readers. Quincy rests in the heart of the northern Sierra Nevada mountains and the Plumas National Forest; the outdoor recreation opportunities are abundant!

Celebrating 50 years of academic excellence and setting the stage for the next 50 years of serving students, Feather River College has grown in its role as a small, rural public community college. FRC offers strong programs in transfer degrees, career and technical training, and basic skills education. In May 2018, FRC awarded California's first community college bachelor degree in Equine and Ranch Management as one of only 15 community colleges statewide authorized to offer a bachelor's degree. FRC awarded its first degree in 1969, grew to 84 graduates for its 25th anniversary in 1993, and recently had 221 graduates in 2018.

FRC offers small classes where students receive individual attention from faculty and staff in its location known as "the million acre classroom." Unique programs in equine studies, outdoor recreation leadership, fish and wildlife hatchery, and environmental studies enhance traditional transfer programs and technical training. Student dormitory housing is available. FRC boasts an accomplished athletic program with several men's and women's championship sports supported by the local community. The Board of Trustees recently adopted an ambitious plan ensuring that FRC is a leader in environmentally sustainable practices. Academically, FRC ranks at the top for transfer, graduation, and retention rates amongst small California community colleges.

Our administrators manage a wide range of programs and lead faculty and staff in engaging our diverse employee and student populations, facilitating equitable outcomes for all through the management of our various employment and academic programs. As an administrator, you will join a vibrant community of professionals working collaboratively to provide a positive, healthy educational environment where our students experience diverse academic and cultural perspectives.

DESCRIPTION OF BASIC FUNCTIONS AND RESPONSIBILITIES
The Assistant Director of Employer Partnership (ADEP) will work to accomplish three main goals: 1) increase work-based learning opportunities for students, 2) increase job placements of program completers, and 3) improve responsiveness to employers.

The ADEP will proactively recruit and connect employers to their local community colleges to partner on workforce development and job placement to respond to employer needs. Working directly with employers, the ADEP will create opportunities for job shadows, classroom presentations, internships, and apprenticeships; convene advisory boards to promote industry-requested program development; market the colleges' career education programs and help employers connect with key campus stakeholders; case manage program graduates to ensure job placement; work with employer human resources departments to determine upcoming job openings; streamline processes for employer engagement with community college students and career education personnel;

The ADEP will work with the other ADEPs in the North Far North region to share best practices, provide sector specific expertise when requested, collaborate on projects, seek technology solutions that create work efficiencies and market programs; and leverage resources to scale projects that contribute to accomplishment of the three main goals.

The ADEP will work with other Key Talent in the North Far North including K-14 technical assistance providers, K-12 Pathway Coordinators, Guided Pathways Coordinators, and the Center of Excellence to accomplish the three main goals. The ADEP will also work with key constituents from the Coordinating Council to respond to workforce training needs, increase students' opportunities for employer engagement and learning and reduce local unemployment.

The successful candidate for the ADEP position will demonstrate knowledge, skills, and abilities in growth mindset, relationship building, project management, industry experience, communication facilitation, grant workplan writing and execution, and outcomes orientation. The ADEP will demonstrate cultural competence in working with a wide diversity of employers, faculty, staff and student she Director of Employer Partnership (DEP) serves the North Far North (Region A).

This is a classified administrative, overtime exempt position.

CLASSIFICATION: Range 35 on the Administrative Confidential Salary Schedule, 40 hours per week, 12 months per year. Work assignment hours are 8:00 a.m. - 5:00p.m., Monday through Friday.

SUPERVISOR: Assistant Superintendent/Vice President of Economic & Workforce Development or designee at Shasta College.

Typical Duties, Knowledge and Ability
Essential Functions:

Increase Work-based Learning Opportunities

  • Develop a strategic workplan with specific objectives and measurable outcomes related to increasing work-based learning experiences for community college students.
  • Recruit employers to provide paid internships and jobs, especially for disproportionately impacted (DI) communities.
  • Recruit employers for work-based learning activities, such as tours, classroom presentations and classroom activities; connect these resources to faculty.
Increase Job Placement
  • Develop a strategic workplan with specific objectives and measurable outcomes related to job placement in careers aligned with existing and/or developing community college programs.
  • Refer and support employers to post jobs on college job search platforms (i.e. Handshake, College Central, etc.)
  • Connect with career centers and faculty to recruit students to apply for the positions with a focus on DI populations
  • Work with college faculty and administration to identify upcoming program graduates and aligned local job openings.
  • Leverage resources to participate in case managing program graduates to ensure seamless job placement.
  • Connect with employers during and after the internships/jobs to address issues and identify areas for improvement.
  • Follow up with employers to track the number of internships/jobs filled by community college students.
Improve Responsiveness to Employers
  • Develop a strategic workplan with specific objectives and measurable outcomes related to improving employer responsiveness in relationship to program development and talent recruitment.
  • Be responsive to employers through developing and/or supporting contract education, apprenticeship programs, incumbent work training, and advisory committee formation among other methods.
  • Track outcomes of work-based learning provided, job placement, and responsiveness to employers and provide monthly progress/status reports to the consortium.
Knowledge of:
  • Planning and coordinating the day-to-day activities of assigned projects.
  • Policies, objectives, and goals of assigned project, including practices for promoting programs.
  • Developing and delivering presentations on projects in a variety of formats, including conducting workshops.
  • Applicable laws, codes, regulations, policies, and procedures related to the ADEP assignment.
  • Budget monitoring and control.
  • Grant coordination and monitoring.
  • Computer, software programs, and other technology routinely used in public education administration.
Ability to:

Experience/Education
Education Required:

  • Bachelor's degree from accredited college or university.
Experience Required:
  • Minimum of one (1) year of experience, formal training, internship or leadership experience reasonably related to the administrative assignment.
  • Demonstrated sensitivity to, and understanding of, the diverse academic, socioeconomic, cultural, and ethnic backgrounds of staff and students, as well as staff members and students with physical and/or learning disabilities.
  • Hold a valid driver's license maintained throughout the duration of employment with the District. Travel is required.

New Administrative Appointments will be placed at the step 1 on the Administrative Salary Schedule and will graduate to the next step on July 1st of the following year if they have rendered 6 months of satisfactory service, with subsequent steps annually thereafter to a maximum fifth step.

Salary placement would only be negotiable if the candidate held the same position with another community college and step 2 or 3 would be the maximum considered depending on the number of years of service.
