Essential Functions:

State Center Community College District includes three colleges and multiple centers. The District employs over 3,100 faculty & staff, enrolls nearly 60,000 students & covers more than 5,743 square miles spanning several counties, serving approximately 1.7 million people and 22 unified and high school districts in urban and rural territories.

Under administrative direction of the Vice Chancellor, Educational Services & Institutional Effectiveness and in accordance with provisions of the Education Code, the rules and regulations of the Board of Governors of the California Community Colleges, and the policies of the district, the Director of Grants & External Funding performs the following duties:
  • Support the District by means of planning and monitoring an external grants program;
  • Monitor and administer assigned District-wide economic and workforce development grants and categorical programs offered by the colleges;
  • Plan, prepare, submit and monitor external grant applications to appropriate agencies;
  • Coordinate applications for funding, reporting requirements, program audits and fund analyses;
  • Administer budgets for assigned categorical and grant programs and services;
  • Monitor and control expenditures;
  • Provide leadership in the development, acquisition and management of external funding opportunities;
  • Identify resources which meet funding needs consistent with the District's mission and goals;
  • Assist in the grant development process;
  • Coordinate with and provide assistance to project directors in the management of funded projects;
  • Assist in the on-going monitoring and evaluation of externally funded programs;
  • Coordinate the development of partnerships with community agencies, local educational agencies and other post-secondary institutions;
  • Act as liaison with appropriate private and public funding agencies and organizations;
  • Represent the District at community, state, regional and national conferences;
  • Serve on district committees as appropriate;
  • Direct the work of assigned staff;
  • Supervise and evaluate the performance of assigned staff; and
  • Participates in participatory governance processes and initiatives; and
  • Demonstrate sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District;
  • Other related duties as assigned.


Minimum Qualifications:
All candidates must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practices; AND
  • Possession of an earned masters degree from an accredited college or university;

    AND

  • One year of formal training, internship, or leadership experience reasonably related to the administrators administrative assignment.

    OR

  • Possession of a valid California Community College Supervisory Credential.


Desirable Qualifications:
  • Experience and skill with addressing issues of equity;
  • Recent experience working with African American, Latinx, Native American, and other racially minoritized students and an understanding of how historical patterns of exclusion of these groups in higher education shape patterns of participation and outcomes;
  • Willingness to examine and remediate ones relational practices to more effectively engage and support racially minoritized students;
  • Experience working with a diverse student population;
  • Demonstrated ability to communicate effectively with students and staff;
  • Related work and professional experience;
  • Potential for contribution to institutional vitality and growth; and
  • Knowledge of the community college district and its mission and goals;
  • Use of technology, effective management, organizational, budgeting, interpersonal and planning skills;
  • Excellent public speaking, written and verbal skills;
  • Knowledge of federal and state laws and regulations relating to Title V and comparable grant programs;
  • Knowledge of budget preparation and monitoring;
  • Skill and experience in ability to access and maintain informational resources for grant and external funding opportunities;
  • Skill in planning and writing grant proposals; and
  • Effectively analyze data and circumstances and develop viable alternatives.


Conditions of Employment:
223 duty days and 22 vacation days for a total of 245 days.

Salary and Benefits:
Starting salary is $100,952 $127,016 based on education and experience. A doctoral stipend of $2,144 is available. In addition, the District offers an attractive fringe benefit package including medical, dental, and vision coverage for the employee and dependents, and life insurance. Employees are also members of the California State Teachers Retirement System (CalSTRS).


Selection Procedure:
Applications will be screened by Human Resources for completeness and to determine which applicants meet the minimum qualifications as stated in the job announcement.

From the applicants who meet the minimum qualifications and who have submitted all the required documents by the closing date and time listed on the job announcement, a selection committee will review the candidates who are best qualified based on the minimum and desirable qualifications then determine who will be invited to interview.

The selection committee will rate responses to the interview questions and writing prompt (if applicable). Based on this rating, a small number of applicants will be selected as the ecommended candidates. These candidates will be forwarded to the Vice Chancellor for final interviews.

A hiring recommendation will be made by the Vice Chancellor and forwarded to the Board of Trustees of State Center Community College District for final approval.
