Department Summary

The College of Extended and Global Education (CEGE) at California State University, San Bernardino offers a variety of programs and serves as the main outreach arm of the University to extend educational resources and services to broader audiences across the region, as well as nationally and internationally.

CEGE also leads CSUSB's internationalization efforts by collaborating with university and off-campus partners to develop and offer programs, activities, and services that support CSUSB's strategic goals. Through its Center for International Studies and Programs (CISP), CEGE serves as the hub for international students and scholars, and education abroad. International Extension Programs (IEP) offers the English Language Program (ELP) and a variety of short-term and customized educational programs.

Job Summary

Under the general supervision of the CEGE Assistant Dean, the Special Program Lead provides administrative and program leadership in all aspects of programs with Saudi Arabia and other gulf countries as well as ELP and short-term special programs offered in IEP. Work is guided by the overall goals and objectives with full accountability for results and requires regular planning, development, independent determination of methods to meet programmatic or administrative goals, as well as independent determination of approaches to project and priorities. The incumbent needs to have demonstrated the ability to use sound judgment in the development of policies and procedures related to issues that might not be covered by existing policies and procedures, as well as assessing, formulating, and evaluating the impact of recommended or implemented policies. The position also requires the use of appreciable ingenuity and innovation to conceive of new approaches and solutions to address complex problems and issues.

The incumbent is responsible for ensuring timely program management and communication with partnership entities representatives and organizations such as the Saudi Arabian Cultural Mission (SACM) and the Saudi Ministry of Education. S/he manages program correspondence, document processing, recruitment timelines, report writing, and program assessment and improvement. The Special Programs Lead independently evaluates, analyzes, and takes the course of action on prospective partnerships and coordinates negotiations with international entities, and represents CSUSB in events, conferences, and seminars. The incumbent is responsible for utilizing working relationships with extended networks of organizations, schools, and university representatives to advance CSUSB's enrollment growth. S/he is responsible for ensuring strong relationships with existing partners and for the development of new partners. The incumbent serves as the main CSUSB representative for the Middle East and North Africa (MENA) and Gulf Council Countries (GCC) and provides expert advice to campus on the region and related opportunities.

The incumbent independently provides comprehensive advisement to GCC and MENA students, helping them adjust to the new environment and achieve successfully their educational goals by assisting them in solving their problems, thinking them through, evaluating them realistically, selecting suitable solutions, and implementing measures to alleviate the area of tension and ease the adjustment. The incumbent is expected to utilize human relations skills to interact with persons with hostile reactions and bring such situations under control.

  • Team player, with the ability to also be extremely effective independently; able to handle a variety of personalities with multiple demands with constantly changing priorities and schedules in a high-pressure, dynamic work environment.
  • Advanced computer-based skills to maintain records, set up filing systems, or oversee daily operations for conducting research for statistical reports.

Employment Status: This position is a full-time, "exempt", temporary position.

Work Schedule

Monday through Friday from 8:00 am to 5:00 pm, weekends and evenings may be required. Summer hours are Monday through Thursday from 7:00 am to 5:30 pm.

Key Qualifications
  • Thorough knowledge of and ability to apply extensive expertise to complex programs and/or administrative specialties, including pertinent laws and regulations.
  • Demonstrated expertise in and advanced knowledge of the principles, problems, and methods of public and business administration and operational and fiscal management.
  • Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies.
  • Ability to understand problems from a broad, interactive perspective and discern applicable underlying principles to conceive of and develop strategic solutions.
  • Ability to work with representatives from public and private entities and handle potentially sensitive situations. Demonstrated consultative skills in working with internal and external constituent groups.
  • Ability to effectively present ideas and concepts in written or presentation format and use consultative and facilitation skills to gain consensus.
  • Demonstrated experience in working with national-level organizations.
  • Fluency - read, speak and write in Arabic.
  • Demonstrated experience in working with GCC universities, organizations, and students.
  • Ability to travel domestically and internationally.
  • Ability to work additional hours, occasional holidays, and adjust working hours to meet special program needs.

Education and Experience
  • A bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.
  • Four (4) years of progressively responsible experience in the field of international education administration dealing with students and international partnerships in GCC.

Preferred Qualifications
  • A Master's degree from an accredited institution in the field of international education, Teaching English as a Second Language, counseling, or a related field is preferred.
  • Experience in living and working in MEAN and GCC.
  • Experience in developing and designing programs for student populations.
  • Experience in international outreach and recruitment.
  • Working knowledge of culture, government, and education in countries outside the U.S.A.
  • Experience with budgets, personnel management, and administration.
  • Experience in risk management.
  • Knowledge of higher education systems and experience working on international educational collaborations.
  • Experience in English as a second language teaching, as well as teaching subjects in education and management.

Salary

Anticipated Hiring Range: $5,000 - $6,500/month

Classification Salary Range: $4,693 - $8,489/month
