Position Description:

PURPOSE:

Under the general supervision of the Director of Service Learning, the Program Analyst provides administrative support, technical and analytical duties of moderate complexity, personnel/payroll, and budget support and coordination for the Service Learning Institute (SLI) and related programs.


ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:
  1. Personnel/Payroll: Prepares and processes hiring documents and contracts for Service Learning staff, temporary employees, special consultants, student leaders/assistants, and faculty. Enters hire contract information into CMS Student /HR system. Updates and maintains confidential files. Serves as department timekeeper and as backup warrant representative. Provides lead work direction to the Office Assistant and supervises SLI Student Assistants. Delegates tasks to Student Assistants, evaluates performance and makes appropriate recommendations. In collaboration with the Financial Aid Department, identifies students eligible for Federal Work-Study in support of the SL Student Leadership program and provides Financial Aid with copies of monthly time vouchers. Prepares and administers all documentation for faculty replacement hires for grant buy-outs. Prepares and submits grant related personnel verification reports. Prepares and submits payroll adjustments as needed.
  2. Budget: Creates, updates, and maintains internal spreadsheet databases for tracking, monitoring, and managing both stateside and multiple University Corporation grant funded budgets which range up to a total of $1.2 million annually. Prepares and submits various funding reports as requested by Principle Investigators, the SLI Director, and the Dean's office as well as, in kind reports for Grants & Contracts. Manages internal budgets for the Service Learning Student Leadership (SL2) Program, provides the program director with regular budget updates, and creates annual spreadsheets for tracking budgets for student-leader salaries, student leadership programs, work study, travel allocations, mileage reimbursements, grant matches, part-time faculty salaries, and special events. Troubleshoots and reconciles account discrepancies in all state-side and grant-side accounting. Prepares and processes expense, payroll, and budget transfers.
  3. Course Scheduling: Schedules service learning courses into Common Management System (CMS) each semester and makes revisions as necessary. Attends monthly Academic Scheduling meetings and labs and communicates scheduling, grade, and other pertinent information to faculty. Ensures service learning courses are in time-block compliance for submission to College Dean. Prepares and submit space requests for service learning courses and identify classroom space as needed. Generates course schedule reports using Hyperion and creates various course spreadsheets for tracking. Generate, distributes, and manages service learning course Permission Numbers for designated courses. Supports Service Learning Director with course consent process, updating course listings as appropriate. Prepares and provides faculty office hour and course listing. Collects and retain tiles for SL course syllabi each semester. Maintains confidential files for grade changes and incomplete contracts.
  4. Building Manager: Administers technology and facility service requests, building schedule changes, access, key and alarm code requests for SLI staff, student leaders/assistants, and faculty. Resolves facility maintenance and security issues. Coordinates technology requests for all new hires to acquire computers, telephones, campus accounts, and Otter identification cards. Maintains inventory and replacement needs for department computers, printers, copiers and scanners. Coordinates Service Learning building moves as necessary.
  5. SL Course Tracking: Prepares and maintains an accurate list of all service learning courses being offered at CSUMB each semester. Updates SL course lists on website. Ensures that the courses listed on MySLP/S4 are accurate and up-to-date. Produces end-of-semester reports summarizing SL course activity and enrollment. Tracks faculty participation in SLI-sponsored workshops and events.

  • Assists with preparation and participation in special events as needed
  • Performs other job-related duties and special projects as assigned.


Knowledge, Skills and Abilities:
Experience and knowledge to be fully functional in all technical aspects of work assignments. Knowledge: Working knowledge of and ability to apply standard theories, principles, practices, and techniques applicable to the program and/or administrative specialty to develop conclusions and make recommendations. Thorough knowledge of policies, procedures, and outside regulations pertaining to the applicable program and/or administrative specialty. Working knowledge of operational and fiscal analysis and techniques.
Abilities: to take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved. Ability to anticipate problems and address them proactively. Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form. Ability to train others on new skills and procedures and provide lead work direction.
Skills: in the research, development and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations. Expertise in investigating and analyzing problems with a broad administrative impact and implications. Thorough mastery of English grammar, spelling, punctuation, editing and spoken language.



Minimum Qualifications:
Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelors degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.

Specialized Skills:
Four years of experience working in a higher education administrative support position. Knowledge of accounting procedures. Ability to create and use EXCEL spreadsheets; and develop and customize accounting and budget reports. Excellent people skills. Demonstrated ability to address the essential functions associated with this position including the knowledge and abilities identified above.

Preferred Qualifications:
Technical fluency with Oracle/PeopleSoft, CSU Common Management System or equivalent student information system; Microsoft Office Professional Suite, and Google mail and calendaring programs. Highly desirable: Demonstrated understanding of and commitment to CSUMBs Vision.

PHYSICAL WORK ENVIRONMENT:

The position requires some travel, mobile work locations, and working at a computer and desk for extended periods of time. This is a non-exempt position that may require extended or varied hours, including some weekends, and may require travel between campus offices and off-campus locations.

There are components of this job which are deemed essential on campus. This position will primarily work on the main campus, with occasional work from home. This position requires working on campus with students. The health and safety of our students, faculty, and staff remain our highest priority.
